The Report of the Independent Commission on Policing (the Patten Report) recommended that an independent, professional recruitment agency should operate the Police Service recruitment process. As a result, Deloitte (previously referred to as The Consensia Partnership) manage police officer recruitment and a specialist division of Grafton Recruitment manages police staff recruitment.
