You Said We Did
Boodles Hill Clean Up
Constable Canavan, a neighbourhood officer based at Tennent Street has been involved in a community clean up at ‘Boodles Hill’, Ligoniel. This has been organised as the first step in a programme of improvement works which are being undertaken to enhance the area. Working in partnership with the Probation Board for Northern Ireland, BCC and local volunteers the project involves getting debris and graffiti cleaned up and arranging for a community mural to be created.
Ainsworth Antisocial Behaviour
Following a noticeable increase in incidents of antisocial behaviour in the Ainsworth area, particularly in and around the derelict Ainsworth Community Centre, a number of meetings were set up in recent months, aimed to tackle the concerns of residents.
Neighbourhood officers based at Tennent Street have been working with community workers, local councillors, NIHE and Belfast Regeneration Office to form an inter agency partnership which seeks to tackle ASB issues in the local area. One of the aims of this newly established partnership is to have a monthly meeting with local residents to discuss concerns and implement plans to tackle community issues.
Woodvale Park
Sergeant Williams, who has responsibility for the Upper Crumlin Neighbourhood team has been involved in discussions with members of the local community, Belfast City Council and other statutory agencies with regards to the upcoming closure and redevelopment of Woodvale Park. Work is due to commence following the Easter holidays and it is anticipated that increased police presence in the area will have a positive impact with the aim of reducing antisocial behaviour activity.
Quads and Scramblers
In recent months Upper Crumlin neighbourhood officers have responded to an increased number of concerns raised by local residents and community group relating to the illegal use of quads and scramblers. These reports relate to incidents both on private land and in local parks and green land.
During March 2012 Constable Canavan worked in partnership with the Ligoniel Improvement Association and a local Sinn Fein councillor to place an article in North Belfast News highlighting the problem in the Ligoniel area. In addition, a number of additional patrolling operations were implemented and a positive reduction of illegal quad and scramblers use has been noted.
Youth Engagement Event
Neighbourhood officers responsible for the Shankill area helped to secure funding from the Local Initiative Budget to run an evening for local groups from the area including Shankill Alternatives, Bytes Project, Street Beat, Hammer Youth Club, Denmark Youth Club and the Friday Night Club from Denmark Street Community Centre.
The event was held at the New Life City Church which began with 5 a side football with neighbourhood officers then a presentation was held by officers from Roads Policing Unit who gave a talk on road safety and demonstrated a car which was modified to show 50% roadworthy and 50% defective. The young people were then given tasks to try to establish which parts of the vehicle were roadworthy and which were illegal.
The evening also included a presentation by Tactical Support Group who demonstrated riot equipment and police vehicles, ahead of a discussion regarding the consequences of interface violence. A tour of Antrim Road Police Station’s CCTV suite concluded the evenings’ experience for the young people.
This event was an excellent opportunity for officers and young people to interact with in an informal environment, helping to develop trust and increase positive engagement whilst teaching young people important safety messages.
Pizza With Peelers
Constable Steele, the Neighbourhood officers responsible for the Lower Shankill estate and Constable Jackson, the Neighbourhood officer for the Workman Avenue peachline attended a Pizza With Peelers evening at the Welcome Evangelical Church Youth Club. Whilst Constable Costly, the Neighbourhood officer for the mid Shankill area held a Pizza With Peelers evening at Immanuel Presbyterian Church with young people from the youth club.
A further event was held in March 2012 at the Hammer Youth Club where Constable Jackson, Constable Kerr and Constable Steele attended to meet with young people to discuss local issues and get to know each other. Funding for these events was provided by the PSNI Local Initiative Budget.
Pizza With Peelers are an informal evening with officers engaging with young people from the area, they provide an opportunity for police and young people to get to know one another, challenging negative perceptions and developing relationships. These events have generated a lot of positive feedback and provide opportunities to deliver safety messages and discuss the impacts of community concerns such as antisocial behaviour and interface violence.
Housing Association Partnerships
Neighbourhood officers based at Tennent Street with responsibility for the Oldpark area continue to work closely with Housing officers from a number of Housing Associations including the NIHE, Flax Housing, Clanmill and Fold. Work in this area is ongoing to manage difficult resident issues and provide assistance with housing moves and transfer requests.
Thorndale, Duncairn and Kinnaird Community Group
Constable Ferguson, Constable Scarlett and Constable McKendry are neighbourhood officers with responsibility for the Ardoyne/Oldpark area have continued to develop relations with the Thorndale, Duncairn and Kinnaird Community Group. This group was established in 2011 as a result of antisocial behaviour concerns, working in partnership and increasing ongoing engagement, a decrease in antisocial behaviour has been achieved during recent months.
Community Engagement Meetings
Neighbourhood officers with responsibility for the Upper Crumlin area have continued to attend regular meetings during this reporting period including the Greater Shankill Community Safety Network, Ligoniel Cohesion Group and, Ballysillan Neighbourhood Partnership Board. These meetings have proved to be a valuable method of encouraging dialogue and highlighting community concerns and issues.
In addition a number of new residents group have been established including the newly constituted Twaddell and Woodvale Residents Association and work is currently underway with residents in the Mill Valley area. It is anticipated that positive engagement will continue with the aim of tackling community issues together.
Home Heating Oil Thefts
In recent months an increased number of reports relating to theft of home heating oil in the Glenbank area were received by police. Constable Kennedy, the Neighbourhood officer with responsibility for the Crumlin Road, Mountainview and Somerdale areas liaised with Crime Prevention Officer Latham to create a leaflet highlighting the dangers of this crime. The leaflets were delivered to over 400 homes in the local area and a press release is also being devised, with the aim of preventing more people becoming victims of this crime.
Domestic Abuse Update
The Domestic Abuse Unit continues to attend the Multi Agency Risk Assessment Conference (MARAC) Operational group which allows discussion of practice and practice issues and the sharing of information aimed to promote consistent good working practices. Officers have also been in attendance at the Domestic violence Partnership which aims to increase awareness and reduce incidents of Domestic Violence. The website for this partnership can be viewed at www.belfastdvp.co.uk which has many links to supportive groups and agencies.
A review of working practices within the Domestic Violence Unit has been conducted and plans are underway to create a more investigative aspect to the Domestic Abuse office from April 2012. It is anticipated the changes will assist local officers to improve the service they deliver by providing both support to victims of domestic crimes and targeting high risk offenders.
A District has referred 272 victims through the MARAC process between April 2011 and March 2012.
Domestic Violence Awareness Presentation
On 9th March 2012 a Domestic Abuse Officer attended Belfast Metropolitan College alongside our Women’s Aid representative who is attached to the A District Domestic Abuse office. A presentation was given to student social workers on the role of both the Domestic Abuse Unit and Women’s Aid which provided the students with an opportunity to gain insight into the different roles, responsibilities and provisions of a multi agency approach to tackling domestic violence.
