Director of Finance and Support Services - Mr David Best

Mr David Best

Appointed in May 2004 to the role of Director of Finance and Support Services, David is responsible for the management of the Police Service’s finance (with an expenditure in excess of £1,200m), estates, transport and supplies functions.  He is directly responsible for 350 staff and a budget in excess of £80 million.  

David previously occupied the role of Director of Finance for the organisation, from October 1999 to May 2004.

A Chartered Accountant, David started his career in the private sector working for Deloitte Heskins and Sells.  Initially based in Belfast he transferred to South Africa and worked in Johannesburg and Cape Town, before returning to work with Deloittes in Bristol.

After a period of twelve years he returned to Northern Ireland to work in the private sector as Assistant Director of Finance in the Northern Ireland Housing Executive.  Six years later he moved to take up the post of Financial Controller at the University of Ulster.

Before qualifying as a Chartered Accountant David obtained an honours degree in Economics and Business Studies at Queen’s University, Belfast.  He also holds a Masters in Business Administration (MBA) from Henley Management College, Brunel University.
