High potential development scheme

The High Potential Development (HPD) Scheme is a structured career framework that can lead to the most senior positions in the Service.  It aims to turn your potential into performance, whether as a highly effective middle manager in command and leadership roles, or beyond at the strategic leadership level of the Police Service.  The aim of the HPD scheme is to attract skilled people and retain them within the organisation, so there are no graduate requirements or age restrictions.

The scheme provides successful applicants with a range of career opportunities, rewarding candidates who have the vision, drive and determination to face the challenges before them.

The selection procedures are demanding but not impossible – preparation is the key.

Key elements of the selection process are divided into two stages, standard level entry requirements and HPD level requirements. Standard level requirements consist of displaying an acceptable level of fitness and academic ability (Police Initial Recruitment Test), and completing an assessment centre and medical test.

On successful completion of the selection process for the role of Constable, all assessment is measured against the competencies for the rank of Superintendent. The HPD entry process entails a competency based application form, written test, and a national assessment centre. There is no maximum number of places. If candidates reach the required standard they are offered a place.

The scheme is a competency based career development programme, which allows development at a pace that suits the individual. Successful applicants to the scheme must first provide the competencies of a Constable. During the probationary period, preparation for the Sergeants promotion exam starts. Academic development is integral to the scheme, and all academic learning must be linked to leadership skills, which are sharpened and developed through practical experience in the workplace.

There are a range of skills and abilities required to succeed on the HPD scheme, including:

  • Management skills
  • Managing and being accountable for a budget of millions
  • Being accountable for overall resources
  • Adapting to your surroundings
  • Comfortable working in an uncertain environment

How do I apply?

Simply tick the appropriate box on the application form to indicate that you are interested in further information on the HPD scheme. If your application is successful and you have passed all stages of the recruitment process you will receive further information on the HPD scheme from the Police Service Recruitment Branch. If you decide not to tick the HPD box on your application form to join the police, but subsequently perform exceptionally well in the assessment process, information on the HPD scheme will be sent to you automatically.
