Lurgan is a traditional Northern Ireland market town, characteristic of many Plantations of Ulster Settlements and is of historical significance. It has a mixture of housing around a bustling and vibrant town centre which has undergone an extensive and exciting public realm scheme which has revitalised this area.

Problem Tenants   The area of Dingwell Park flats has been an ongoing concern for residents in the Taghnevan area for some years and centres around tenants and their guests.  There have been reports of anti social behaviour, alcohol and drug misuse occurring involving residents and associates frequenting the flats.  Lurgan NPT have been working closely with the residents of Taghnevan, including the Taghnevan Community Association to tackle these issues and working in partnership with other agencies such as Northern Ireland Housing Executive, Supporting Communities in Northern Ireland and Environmental Health.  Lurgan NPT conducted a door to door survey within the vicinity of the flats area to ensure a thorough understanding of the issues causing concern to the residents. As a result of theses surveys we were able to direct our proactive patrolling and efforts in the most effective ways.  We carried out numerous high visibility patrols in the area at relevant times and have seized alcohol, fireworks and sizeable amounts of drugs in the area.  We will continue to develop good working relations with residents and other agencies and remain committed to dealing with the issue of Anti –social Behaviour in this area.  Where we gather evidence of such activities we produce statements of evidence to allow our partners in NIHE and Craigavon Borough Council to deal with those tenants accordingly.

  

Burglaries – There has been a recent increase in burglaries in the area of Avenue Road, Dromore Road and Belfast Road area of Lurgan.  These burglaries have been occurring during the day whilst occupants are out of their homes.

In response to this Lurgan NPT have been carrying out targeted proactive patrolling of this area in an effort to detect / deter any burglaries occurring.  We have also carried out follow up calls to each victim, giving practical crime prevention advice and reassurance.  We have made door to door enquiries within the area of Avenue Road and performed a leaflet drop also to raise awareness of the issue and encourage residents to report any suspicious activity.

  

Anti-Social Behaviour in the Lurgan area is a constant concern for residents whether in their domestic circumstances or in public places.  

To try and tackle the issue of Anti Social Behaviour we are involved in numerous initiatives involving young people in the Lurgan area.  We believe that interaction with young people explaining our role as Neighbourhood Police Officers working with the community to deal with community issues is well received and allows young people to question why/how we carry out our role.  Initiatives which are currently running are planning/preparation for Youth Engagement Partnership (YEP 2012), now in its second year which runs between May and Aug/Sep.  Neighbourhood Officers from Lurgan North East, were actively involved with a play called ‘Unmasked’ which highlighted issues such as teenage pregnancy, depression, suicide, drugs and alcohol which was performed was performed in Lurgan Town Hall on Thursday 15th March 2012.  It is hoped that this initiative will develop in partnership with SELB and the Rural and Lough Shore Youth Initiative.  Ongoing over the next year, every quarter will be the 6 a side football competition in conjunction with local youth clubs held at Lurgan Junior High 3G Sports Pitches, named the ‘Glenavon FC Connection Cup’.  This has developed over this first year and gradually more teams are taking part and in time it is hoped that it will become a more regular activity.  We believe that young people being given the opportunity to engage in sporting activities on Friday/Saturday night will assist in reducing the reports of Anti Social Behaviour.

  
Under Age DrinkingMourneview Estate is an area that has previously had experiences of anti social behaviour with under age drinking and use of drugs.  By working closely with the local community and also by increasing patrols we have decreased the problems and have noted a marked reduction in the level of calls to police.  Police worked with other local agencies including the council and alley gates were put in place in a particular problem area.  This reduced the impact on the local residents but has not resolved the problem and will continue to be monitored.  This is an example of what can be done in partnership with the community and other partner agencies to attempt to resolve residents concerns.  Neighbourhood Officers in all areas of Lurgan continue to work in partnership with residents groups, Local Councillors and other Statutory Bodies to address the Community Impact of Underage Drinking and the general annoyance this brings which can tend to lead onto more serious Criminal Offences.

Road Safety

You have identified road safety issues such as speeding and use of mobile phones in the Lurgan area in general.  Lurgan NPT will be conducting dedicated operations to resolve these issues.  The team has recently worked in partnership with Transport Enforcement Agency to detect motoring offences, in particular, issues arising from Construction and Use Legislation, Tax and Mot.  Although this was a proactive effort to detect unsafe vehicles and dealing with offenders, it was also educational for drivers and passengers, helping them to be safe on the road and to raise road safety awareness throughout the Lurgan area.
