Assistant Chief Officer Mark McNaughten, FCA CPFA C Dir FIoD Chartered FCIPD Dip (PD) Leadership and Mgmt, leads the provision of Corporate Services within the Police Service.  This Department includes Financial Services, Fleet Services, ICT, Legal Services and Procurement and Logistics Services.

Mark trained and qualified with KPMG as a Chartered Accountant in the early 1990s.  He is now a Fellow of Chartered Accountants Ireland and a Chartered Public Finance Accountant.  Mark is also qualified as a Chartered Director and Fellow of the Chartered Institute of Directors together with becoming a Fellow of the Chartered Institute of Personnel and Development.  Most recently, Mark was awarded a Post Graduate Diploma in Leadership and Management from the William J. Clinton Leadership Institute at Queen’s University Belfast.

Mark joined the Department of Health in 1996 and has worked in the wider public sector in Northern Ireland from then until now.  Mark has experience in a range of Public Sector Bodies including Central Government Departments, Agencies and Non-Departmental Public Bodies – in both Policy and Operational areas.  These roles have included virtually all aspects of Public Finances.

He previously held the post of Finance Director in the Department of Education but joined the Police Service of Northern Ireland as Director of Finance in 2011. Since December 2015, Mark held the post of Temporary ACO for Corporate Services and was substantively appointed to that role in December 2021.

The Police Service of Northern Ireland is a large Non-Departmental Public Body with an Annual Budget of £1.2bn and over 9,000 officers and staff. The Organisation has experienced significant change in recent years and is constantly in the public eye in Northern Ireland and beyond.
