Question
Custody Clinical Staff Policy - Provide a copy of the official policy, procedure, or contract specification in force on 10 October 2025 regarding the minimum required qualifications, mandatory training, and competency assessment frequency for clinical staff (including agency staff) performing blood draws in PSNI custody suites.

Answer
Your request for information has now been considered. In respect of Section 1(1)(a) of the Act we can confirm that the Police Service of Northern Ireland (PSNI) does not hold information in relation to your requests. Enquiries made in relation to your request failed to locate any records or documents relevant to your request based on the information you have provided.

Justice Healthcare Branch does not have an official policy, procedure, or contract specification in force on 10 October 2025 regarding the minimum required qualifications, mandatory training, and competency assessment frequency for clinical staff (including agency staff) performing blood draws in PSNI custody suites.  Standards on the drawing of blood would be a medical standards matter regardless of the environment in which the blood is taken.  It would more likely be a generic competence of Healthcare Professionals generally.

Accordingly, we have determined that the Police Service of Northern Ireland does not hold the information to which you seek access.
