Subject: Duty Restrictions

Request and Answer:
Your request for information has now been considered. In respect of Section 1(1)(a) of the Act we can confirm that the Police Service of Northern Ireland does hold information to which your request relates. The decision has been taken to disclose the following.

Question 1
Do the PSNI have a mechanism that alerts line managers annually to conduct a review with an officer annually if they have permanent restrictions?

Answer 1
PSNI e-Services/ SAP will automatically send an email reminder to Line Managers and Counter Signing Managers 4 weeks prior to the expiry of an individual’s duty adjustments, providing the end date on the adjustment is other than 31.12.9999.

Question 2
If an officer has permanent duty restrictions which have been ratified by the multi-disciplinary team with consent from the officer for their GP notes to be used in the decision process, is there a PSNI policy and procedure that triggers a review by a multi-disciplinary team of those same restrictions previously applied after a determined period of time?

Answer 2
The current OHW practice in relation to additional Multidisciplinary Team (MDT) Reviews is that, should the outcome of the initial MDT review determine that a further review is required, then the OHW clinician assigned to the referral will, with consent from the individual, review all the relevant medical records/reports and present at a further MDT meeting. The date of any further review will depend on a number of factors including requirement for additional medical information, outcome of tests or recovery time from ongoing procedures etc.  All MDT decisions are made collectively following a review of records and group discussion.

Question 3
Is there a process map, policy and procedures in relation to the multi-disciplinary team (they meet to preside over making restrictions permanent) to include their remit, roles and responsibilities in relation to agreeing permanent restrictions.

Answer 3
There is no current MDT process map. The MDT process is detailed in the attached MDT meeting Terms of Reference (TOR).
