Request and Answer:
Your request for information has now been considered. In respect of Section 1(1)(a) of the Act we can confirm that the Police Service of Northern Ireland (PSNI) does hold information to which your request relates. The decision has been taken to disclose the following.

How many officers impacted by the McCloud judgement have retired from PSNI from the introduction of the government pension reform in 2015 to 30th September 2023?

With regard to officers who have left PSNI on or before 30th September 2023 only, how many remedy cases under the McCloud judgement has PSNI pensions branch successfully processed up to 31st March 2025?
Answer 2
Currently none, as we are working on the solution to allow us to progress immediate choice (Pensioners).

How many retired officers still remain affected and have yet to have the Mccloud remedy applied as of January 2026?
Answer 3
2,319, as all Officers retired from October 2023 have been provided with their options.

What is the anticipated timeframe for the PSNI to resolve all McCloud remedy cases for officers who have left the service?
Answer 4
We are currently working on getting all the data for pensioners into the new pension admin system and Government Actuary Department (GAD) calculators to allow the revision calculations to be carried out. This is currently being progressed with the hope that a communication and Remediable Service Statements (RSS) statements will start to go out in the coming months. This is a huge operation as with active Officers most of the data required is held on Payroll, where Pensioners data and payments already made including commutation choices is held in various areas. We have kept all the relevant bodies, Northern Ireland Policing Board (NIPS) and The Pensions Regulator (TPR) up to date.

Please disclose details of any minutes of meetings where it has been indicated there has been or will be a delay in the processing of implementation of the McCloud remedy.

Please supply details of action plans and contingencies put in place by PSNI in order to ensure delivery of the McCloud remedy.
Answer 6
The action plan & contingency plans are as follows:
Load missing pension data. Load retirement data.
Remove Career Average Revalued Earnings (CARE).
Reload financial data after the file has been updated to remove the 2022 dates from the relevant columns.
We may need to run CARE annual revaluation for these members and will need to temporarily remove the McCloud flag for this to work.
Upload GAD for any missing members.
Complete McCloud Data Journey for all members. We would suggest using an automated process for this and we already have something similar in place for the exception cases for active members. Look at the possibility of re calculating retirements for all McCloud members to ensure initial figures are within tolerance.
Run RSS retirement re-calculations.

What is the total estimated financial impact (arrears and ongoing adjustments) owed to retired PSNI officers affected by the McCloud remedy who have not yet received their Remedial Service Statements?

This is unknown at this time as we are still working on getting the calculation and process put in place on our new pension admin system.
