Request and Answer: 
Your request for information has now been considered. In respect of Section 1(1)(a) of the Act we can confirm that the Police Service of Northern Ireland does the information to which your request relates. The decision has been taken to disclose the following.

Question 
I’m looking for a breakdown of the number of the disposals with the offender levy, and if possible, the amount imposed and paid, for 2024-2025, broken down into the following areas:

Fixed penalty notices:

A. Endorsable fixed penalties for road traffic offences.

The figures above include only endorsable offences which resulted in a Fixed Penalty Notice (FPN) being issued. We did not include non-endorsable offences, speed awareness/safer driver courses or those which end up in court as these are not subject to an offender levy payment.

Prefix codes explained –

– Paper issued endorsable ticket – 3 points and £65 fine.

J – Electronic issued ticket for careless driving – 3 points and £105 fine.

– Electronic version of the ‘E’ ticket – 3 points and £65 fine

– Electronic issued ticket for no insurance/using mobile phone – 6 points and £205 fine.

P – Paper version of ‘O’ ticket – 6 points and £205 fine.

C – Static/mobile camera detections – 3 points and £65 fine.

Question B 
Conditional offers of fixed penalties.

Answer 
PSNI are not aware of what is meant by ‘conditional offer’. Penalty Notices for Disorder (PND’s) are imposed and do not require the consent of the recipient.  If they do not wish to pay the Penalty Notices for Disorder, they can opt to in court.

Question C 
Any other fixed penalty with an offender levy.

PSNI cannot advise how many are paid – that would be for the Northern Ireland Court Service to confirm.  PSNI do hold this data.

Advice and assistance
Offender Levy’s are applied to all fixed penalty notices including Penalty Notices for Disorder (PND).

'The Justice Act (Northern Ireland) 2011 requires a mandatory £5 Offender Levy to be applied to a penalty notice. The levy is used exclusively to enhance support services to all victims and witnesses of crime impacted by the actions of those that break the law.'
